Help me to retouch a digitized slide

The slide has a lot of black specks in the sky, possibly mold, that I digitized.  I've been driving myself crazy in trying to learn layers in Photoshop Elements to remove the spots.

If someone would be willing to process the photo to remove the spots it would be greatly appreciated as the photo has meaning to our family.

I did not upload the photo as I was not sure what is the maximum size to provide.  I would view the photo on a 22" monitor and would not make prints.
