I wonder if a Gillotine type paper cutter will work. I mean the type in large printshop that can slice through huge stacks of sheet paper. The hard part would be finding a shop that would do that for you even if it could be done.

Not if the core is at all squashed. If the core bends or buckles, then the cut will be far from straight - much worse than a slightly ragged edge, which many printers will be fine with. Hahnemühle, for example, are now selling deckle edged paper.
