Shutter sounds on mobile phones?

A simple question for phone tec people.

When it comes to mobile phones I use the basic models. Therefor I'm not up to date on all the latest features. Are there models capable of not making a noise when a photo is taken and is it a common feature? I couldn't find much on google searches except in US law all camera phones need to make a sound when a photo is taken.
