I think my misinformation came about because I had OIS on with IBIS.  I had read that if the OIS on a lens is switched to on before the camera is powered up, the OM-D would disable the IBIS.  Apparently this is not correct and the jumping around of the image before the shot in the viewfinder was from the two systems fighting each other.
