Best low-light performance other than DSLR?

My needs and desires have a different background but end up at the same question you ask & I'm looking forward to some great input from the collective knowledge and experience here.

I chose a route of multiple 'focused purpose' cameras vs a single DSLR camera that might do everything I want.

I currently have 2 cameras; a Lumix FZ200 which I love outdoors (daytime) for nature, kids, etc. and in well lit sports venues.  A small sensor was my choice for enabling 600mm reach.  I also have a waterproof compact because I spend a lot of time on, in and around the water.   What I find myself needing most now is a low light powerhouse.  I'm not a flash fan and I really dislike noise.  Do I have to spend $3k on an RX1?
