You can't pin the Ribbon on being a move towards touch/pen interface. It is an attempt to get more functions visible instead of hidden away in menus.
It makes it harder to use because nothing is ever on the tab that is showing and you have to keep clicking them back and forth. If that was the /only/ reason they were doing it, then there would be no reason to not allow a experienced user revert to the familiar interface.
Because clicking a tab and clicking a menu item are so different? All your keyboard shortcuts still work.
Besides, if I'm working on page layout one second, odds are that I will need another, related function the next.
