It is NEVER rendered by the camera on the fly from raw data. You are confusing writing of the original file with subsequent renderings. The camera ALWAYS renders its in-camera previews from embedded jpegs. Never RAW. Even the histogram is from the embedded jpeg. That is why comparison between in-camera renderings from the JPEG and LR preview renderings from RAW file is not comparing apples with apples. For that you need to compare the rendering of the jpeg you first see in the Import module of LR.

There is no sensor that can produce a jpeg directly. The embedded jpeg, which is shot with the picture control settings, comes from what? Think a little about it.
The sequence is something like this:
If the camera is set to keep the jpeg only then it discards the raw data after processing and keeps only the jpeg file.

You are talking about creation of the raw file, we are talking about rendering it once it is created. This is ALWAYS done from a jpeg in-camera while LR renders the preview from a raw file.

It is written into the raw file at the time the raw file is created. It may assist you if we distinguish the terms "render" and "write". Write is the process of creating the raw file from the sensor data. Render is the process of presenting that data as an image on the camera's LCD. The rendering is ALWAYS done in-camera from the embedded JPEG created when the rest of the raw file is written. When rendering, the camera ONLY uses this embedded jpeg, NONE of the remainder of the raw file. It is quite important to understand that as the implication for it is that the camera's histogram is also from the embedded jpeg and hence rather inaccurate. One can of course get close to the raw histogram using uniWB but that is another topic.
This is why the camera renders so quickly. The WRITE process on the other hand, takes rather a lot longer. You can see how long it takes by shooting in live view. The silly damn D800 does not internally buffer this process in live view and it seems to take forever, especially with a slow card - drives me mad!

You seem to be completely missing the actual point. Where do you think that JPEG comes from, the one used for the raw preview and the histogram? The camera has to create it from the raw image data. The OP wants to know why the camera can create the jpg so quickly vs how long it takes on the computer.
No, the OP is asking about the render times not the write times. The only valid comparison between how LR and in-camera rendering works is when they are both reading the embedded jpeg from the written raw file. In that case they are equally fast.
