Not strictly speaking true.
I edit my Panny HD (1920 x 1080 50p) on a lower spec laptop without a problem.
The caveat is that I do it using 'offline' files (sometimes called 'Proxy Editing')
I first create a lower res version of the Video/s, and edit these in my software (Premiere).
Once I am happy with the finished article I use the facility of 'replace clip' to swap out the low res for the full res video/s and then render the final version.
It does involve the extra overhead of creating the low res first, but it does save the expense of buying a new PC (my laptop can't be upgraded to the required spec.)
