Perhaps there is a better camera for the application?

I'm sure that when Sony was designing the camera, they didn't consider this, OR the number of people who do it is so small, that is was not worth the effort to make a design change.

If the opposite were the case, would not the camera battery drain when nothing was happening?

My Dad's old bellows camera had a thing in it that sounded like a wind up toy that allowed long open times to the film, and after the watch sound got to a point, click, the shutter closed.  I don't remember the type of camera, I'm sure i'll see it someday in museum and go, "Hey I shot with one of those..."
