Sounds like you may be suffering from diffraction. f/16 is equivalent to f/32 on full frame. With the flat disc of the moon, you don't really need a large aperture, as all you're doing is degrading image quality. Try giving the lower apertures a try, like f/5.3.

I'd suggest an even wider aperture. Mft lenses are often sharpest at f4 and the moon is 300 million meters away. So Depth of field certainly won't be a problem. Atmospheric distortions on the other hand may degrade the image quality quite heftily (depending on where you live). I also would not hesitate to use a slightly higher ISO-Setting for the same reason. Even if you use a tripod you'll have to find a compromise between noise and shake.
