I'd suggest that what you're asking is not really possible to achieve or it would have been done already. Of course, they are probably many who will disagree with my statement, and I'm aware that products like PS Kiss Cross Camera Profiles exist that purport to do ask you're asking but I have my doubts: http://pskiss.com/shop/cross-camera-color-profiles/
First, how does anyone know what raw multipliers each camera manufacturer is using to translate the RGGB gains to RGB data? Adobe is certainly using different raw multipliers than each camera manufacturer. Also, while it might be relatively trivial to replicate the color rendering of a particular camera manufacturer there are more factors involved in replicating a Picture Style/Picture Control. You also need to apply saturation, sharpening, contrast and a Tone Curve. In other words there are too many unknown variables involved to really accurately replicate the manufacturers' settings.
