Olympus OMD IBIS Works with All Lenses? Setting Shutter Speed in Video Mode?

Haven't been able to find a definitive answer to this.  Does the OMD in body stabilization (IBIS) work with all lenses?  Both for photo and video?  What about for this specific lens - the Voigtlander 17.5mm f/0.95 ?

Separate question: looking to shoot video at 60i in order to slow mo down to 24p.  Ideally would like a shutter speed of 1/60 while shooting in 60i.  Does OMD allow me to lock in a 1/60 shutter speed while shooting a video?
