For a powerful and cost effective solution, I recommend Sony Movie Studio Platinum Suite 12. On sale currently on Amazon.com for only $49:
Adobe Premiere Elements will cost about $30 more, and does have more help and documentation resources. But it is also a little less intuitive, in my opinion.
