This varies from one Walgreens store to another. Many offer "digital" paper sizes. If this option is available, then any 4:3 images are detected automatically, and it will appear at the very end of the ordering process, before you confirm your order. At least this is how it works if you order online. If this option is not available at your chosen store, then it will never appear. But the 4:3 prints should be exactly that ratio, otherwise they are not detected.

No, they are actually printed on 4x5.33 inch paper, borderless. Some labs also offer 8x10.67 prints that also match 4:3 aspect ratio exactly.

You would have to get custom frames & mats for those.  Not sure that's such a good thing.
