ETTR is about getting better SNR as the primary goal and exposure is just the method to achieve that... not like exposure by itself is the primary goal.

That sounds like an argument for the sake of one.   As the primary goal afaic is the best s/n in all sections of the tonal range for the sake of the finished exposure.   The finished exposure is always the primary goal, the means to reach it a function of understanding and making best use of the medium.
