They are paid.

Forum moderators here are not, and cannot be.

If the forums cost say $100 a year, then you could hire enough moderators to make a difference.  But who then would be here to read or post?

In a free forum the only way you can have reasonable moderation that the site is afford is to let users posting also moderate.

Frankly I am not sure paid moderators would be a good idea either, because giving anyone endless power over time can lead to issues.

As long as DPReview rotates out moderators on a regular basis, I think it will allow user moderation to work.  That is the key to successful user moderation, that it's power granted for a limited duration.
