Photo Editors.

I am looking for a good one, at the moment I have PSP7, which is excellent, except that it kills the exif, Photoscape is also pretty good, except for the clone tool (yuk), and Picasa is pretty fair apart from continual compacting, and no easy way of resizing, Photo shop is out on account of it's price, any advice will be gratefully considered.
