According to my math it's worse than that. For 24Mpix:

24 × (23.5×15.6) / (36x24) = 10.2Mpix. Not enough IMO.

If the new sensor is 32Mpix, the APS-C crop would be 13.6Mpix; more reasonable.

I wonder why they are not considering basing the sensor off the exisiting D800 sensor, since this would get you to 15.4Mpix which is close exisiting models. Price perhaps, or maybe a lower pixel count  will make it easier for the sensor to work well with M-mount lenses?
