Is CONTRAST completely preferential?

Hi guys, I'm learning about contrast and from what I understand contrast does often times help the appeal of portraits.  I've seen a few youtube videos of lightroom contrast increases but they all say, "if you're increasing it too much just back off of it"... what is considered too much contrast? Is there a certain color or aspect of the photo I'd look for?
