D300 Pop-up Flash, Fires

In Commander mode with one SB700 as Remote on A, set to M, Channel 1,  the pop up fires on each flash. The Master is set with (--), meaning that the pop-up is supressed. The Manual says that the pop-up must be raised in order for the wireless function to work. What am I doing wrong? thanks, Joe
