Noise Reduction in Lightroom 4 vs PS Elements 11

I was playing with Lightroom 4.3 and using the noise reduction tool through Luminance and was impressed with the results I got. Can I achieve the same with PSE 11? If so how?

I just purchased on line PSE 11 and realize I should have gone for Lightroom 4 as it does all the retouching I usually need (cropping, straightening, blemish/spot removal, sharpening and of course noise reduction which I found to be very effective). Many thanks
