This is something that is competely dependent on the individual holding the camera.  When I was in my 30s I did some testing and found I could produce shots that were as sharp as if the camera were on a tripod 90% of the time if I shot at 1/x*5 of the focal length (when I went slower, the percentage went down, as you would expect.  With the D800E now I need more like 1/x*7 with no VR, but I'm also 30 years older.  Over Christmas I'm going to do some actual testing to find out what the formula for a 90% rate is.
