Yes, I've made a small command-line utility that lists all the installed WIC codecs on a given computer. It works through WIC itself so it is also a small diagnostic test: codecs listed by this tool are moslt likely also visible by WIC-enabled applications. I believe that Malch posted a link earlier in this thread. There are two versions of the tool, one 32-bit that lists only 32-bit codecs, and a 64-bit version that lists only 64-bit codecs (the list may differ).

As for uninstalling codecs, most should come with an uninstall utility that you should find at the usual place in Control Panel, Uninstall Software (or Add/Remove software on some systems). My own Codec Pack certainly is completely uninstallable.
