Is this a Golden Eagle juvenile?

Several people said they saw a young Golden Eagle at Middle Creek Wildlife Area in Lebanon PA last week. We went on Saturday 12-15-12 and saw both this youth flying and a much more obvious young Bald Eagle attacking him. This one was dark bodied and a more golden brown on back and head than the juvie Bald. Could this really be a Golden?
