Fov of 24 on m43 same as 28 on aspc?

I read somewhere: "compact sensors tend to be 4:3 rather than 3:2, and since the focal length posted follows the diagonal of the sensor, you’re going to need a bit more width to get the same horizontal field of view"

Is this correct?
