It is a Fuji tradition not related to EXR, all Fuji cameras since F10 (and possibly earlier) don't go slower then 1/4 second in P, A or Auto modes. Only night scene (tripod) in SP (scene position) and M allow for more. EXR auto shortens it to 1/8 second if DR is needed in the scene (the only way to get the more then DR100 in EXR SN mode is if EXR Auto selected that option, not possible in EXR SN mode by itself, and therefore the minimum shutter speed is increased to allow software DR trick and still comply with Fuji 1/4 second rule, for whatever reason that rule is in place). And whenever there is need for such slow shutter speed, the camera will always select EXR SN in EXR Auto.
Holy Geezeus. God is that stupid. I can't believe I have not run into this more often. Most folks have seen the common shot I display here with the reflecting pools. I usually shoot this scene in long exposures because I want the ISO as low as it goes. Usually the scene is several seconds long.
Here's a two second exposure from my S205EXR. I wish I knew what mode I shot it in. I never, ever use S or EXR SN. Mostly always use A mode. Perhaps I shot this in manual, although even M would not get me past the 1/4 second limitation with my XF1.

Fuji did make some changes to its M mode rules, with F200 (and probably S200EXR) it was possible to select 2 seconds regardless of ISO, with F600 2 seconds or more is possible with low ISO, but at ISO 1600 max shutter drops to 1/2 seconds. Looks like it is changed again for XF1.
