Canon 20D making ticking noise

I've just bought a used 20D which was working fine, but now makes a ticking noise all the time after I've switched it on and it's showing an Err 99 error message. The noise seems to be coming from the pop up flash mechanism but the flash pops up ok

What could be the cause?

How much would it cost to fix?
