I was reading in Popular Photography yesterday how the new full frame Canon DSLR's purportedly have significantly better low light capabilities than the new full frame Nikon DSLR's (i.e., D600, D800/E). Is this true?

I think they are comparing JPEG's so that comparison is not a valid one. If you shoot RAW 5D3 and 6D are better than Nikon counterparts only at super high ISO such as 25600, before that Nikon cameras are better. Also if you look for top performer from all today's cameras it's a  Nikon D4 which is 1/3-1/2 Ev better than Canon 1D X which is the best Canon for high ISO.
