If I was you I would try Yogi's procedure to clean hot pixels again, I would also try dust delete data procedure on page 220 of the manual (it's not dust, but camera should treat it like dust, me think). If that doesn't work I would try to call the place I purchased the camera to see if they would be willing to exchange/accept return, assuming of course you purchased the camera recently and if that's not the option I would send the cam to Canon for repair. Hot pixels are fine, but not at 1/40 sec, this will show up on all dark areas, when using flash for example (actually you can and should test that to make point with seller/Canon)
