I have a Sony HX30v that can record videos in AVCHD 60fps or MP4 30fps. Which would you recommend gives me the best shot at quality output, if I can't edit AVCHD video:

1. Shoot in AVCHD and then convert to MP4 for editing, or
2. Shoot directly in MP4

Thanks for any advice you can give me.

AVCHD gives the best quality. I always record my movies in that format. You can edit AVCHD using the free program called : Format Factory.
I use that program all the time for video conversion and it works great. You can even convert the frame rate from 60fps to 24fps if you prefer the so called cinematic framerate, or you can keep the original framerate.
Converting to MKV files with that program give the best performance/filesize ratio. Oh and also when you instal the program make sure that you tick the option: Install codecs.
I hope my advice helped.
