My confusion: I thought IS counteracts subject movement :)

The reason why I popped the question is because I saw a review of the Tamron 70-200 IS where a usable portrait was shot at 200mm, 1/30 and IS.
Now I understand that 1/60 to 1/30 still remains the lowest shutter speed for still portraits.
So the IS can counteract my shaking but not the subject movement.
