Sorry if this has been a bit confusing.  I will see if we can make another attempt to make the instructions clearer.

For Vista/Win7 users that have a x64 operating system you should install the MicrosoftCodecPack_amd64.msi. You can check which version of the operating system you are running via the System app in the Control Panel.
For 32-bit users please install the MicrosoftCodecPack_x86.msi.
Even if not prompted it might be helpful to do a reboot after install.

Windows 8 & Windows RT users should just use Windows Update to install the codec pack.  The Win7 version is not optimized for Windows 8.

On a x64 system there are a couple of things to look at.  Windows Explorer is 64 bit and so if you have mistakenly installled the 32-bit version you will not see thumbnails.  You will however be able to view full images in a 32-bit application such as Windows Photo Gallery.  The amd64.msi installs both 32 & 64 bit version of the codec.

If you are having issues with seeing thumbnails and you have the correct version of the codec install you may need to rebuild your thumbnail cache.  To do this right click on the drive the images are stored on and select Properties.  On the General tab there is a button for Disk Cleanup.  Verify that there is a checkmark next do thumbnails as something to be deleted during clean up.  Once cleanup completes if you visit the folder using Windows explorer it will quickly regenerate the thumbnails for you.

If you double click on a raw image and Windows Photo Gallery is your default application to open files of that extension you will see a dialog informing you that to edit the file you need to make a jpeg copy.  Neither Photo Gallery nor the codec itself supports editing of RAW files directly.  The codec can only decode the RAW file. You do not need to make a jpeg copy to view the file.
