Canon 6D shutter speed issue.

When using the 6D with the 40mm 2.8 lens the camera always selects a shutter speed 1/30 when in Av resulting in camera shake in the images. When Shooting in Tv, and selecting 1/50 the camera shake is gone from the images. Why is the 6D selecting such a slow shutter in both P and Av modes?
