A UV or plain glass filter does nothing to "improve the image quality." Heck, if it did, wouldn't we just keep adding more of these image-improving filters until the IQ became stupendous?

The whole sentence was "Regardless of whether or not you get a filter, to protect the lens (and improve the image quality) you should get a lens hood."  Which is stating that a lens hood both protects the lens and improves the image quality (and it doesn't matter whether or not they get a filter... the lens hood still does both).  The only way to misread that sentence is to cut it off in the middle, as you did, and it isn't really a sentence or complete thought the way that you clipped it.
