How to get great looking sky?

Looking for whatever feedback I can get from the knowledgable people on this board

I have seen many photographs with awesome looking sky. I have taken some shots of sunsets with great color but I'm having trouble with great blues and wispy white clouds during the day. How is this best accomplished? All edited after the fact? Long exposure? Filter on the lens?
