If money is an issue, start small. The best advice I had on this forum when I got my first slr, was to start with what I could comfortably afford, and expand from there when I hit a wall - when there's something you need to be able to do, and can't do with your current setup.
I'm almost two years in, and still a novice, however, between my Minolta 50mm 1.7, Sony 18-135mm, Minolta 75-300 'new', I cover everything I need, 99% of the time. If I'm not getting the shots I want, more often then not its my fault, not the equipment.
If money is an issue, get yourself one of the very solid excellently priced fixed length low light lens (50mm 1.7/1.8, 35mm 1.8) and try it out. If a few months down the line you find yourself needing more, then spring the big bucks, but, personally, I wouldn't start there.
