I don't use Auto-ISO.  On Cloudy or Sunny days,  I set Shutter, Aperture and ISO all manually, utilizing Spot metering.  As I pan, I don't want the exposure changing.  I just use this technique when the light isn't changing much.  If the suns popping in and out between the clouds, it's a different story.

I'm guessing he used Auto-ISO. Not sure which metering mode though (Matrix, Spot etc.).
