In what order do you adjust white balance, exposure control, focus, ISO, f-stop, shutter, etc.?

I'm a beginner (obviously). Suppose you are setting up your camera to take an artistic picture.
What order to you select White Balance, f stop, exposure control, shutter speed, ISO, and any other commonly adjusted setting? Which do you get right first? Do later settings depend on the first ones you set?
For example, when setting up a shot, you first worry about getting f stop right, then white balance next most important, next shutter speed, and so on.
Maybe some kinds of pictures have different priorities.
