Neil is obviously a member o DP review staff.
That's whay he's never banned, he works for the company, ya know?
He's paid to stir things up, in most ways he can and on many forum levels. That attracts a lot of attention to DP review itself, and improves traffic.
This is great for the ads.

Neil is just a nice guy, on a desk job at DP review's HQ, and he's reading comics, eating pizza, messing around in facebook and doing his paid job.

Actually that's quite plausible. Which is why the thread about moderation and ending trolling and being kind to one another was deleted and the poster banned (after 1 post).
The mods do not want to see rebel ideas that might interfere with their traffic/profit schemes. Quality content in the forums is subordinate to the necessary means to this end. Neil, and now Linda, created at the same time, are indeed a good way to drive up traffic. They are allowed to do as they please and "own" the forum because of the revenue DPR gains from them making this forum a complete joke. The net effect is positive, monetarily speaking.
