Fill Flash on Av, 430EXII, 60D Help

Hi,

Already spend halph of the week in Costa Rica (left Manual at home) and for some reason when I try to use fill Flash in Av, it gives me max 1/250 and it blinks. In Menu in exposere settings in Auto (Top one).

How I can use flash in Av or Tv with higher shutter like the Fill Flash, Tried different Iso - no luck. Flash in ETTL. Tried better bimmer with flash in manual zoom at 50 (according to instruction) or without it with flash in auto zoom.

Thanks a lot in advance, tomorrow going on trip and would like to try to use Fill flash.
