Is a 10 bit monitor worth it?

I am a hobbyist, and for the most part using DPP exclusively.  However, I know the limitations of my current monitor and it's starting to show it's age.  The monitor I have now is DELL E248WFP and it's starting to show vertical gray bars going along the screen with certain colors.

I was researching monitors on this site and have almost settled for NEC PA241W-BK.  However, I see that 10 bit monitor requires a 10 bit card (which is pricey) and also requires 10 bit support from applications such as Photoshop, which I do not have or use.

My questions are

1) Should I still buy PA241W-BK even through I may not have a 10 bit card and only use DPP, or are there better options since it's unlikely that I will be buying a 10 bit card or using latest Photoshop anytime soon.  This monitor is a bit expensive, is it worth it even if I will not be using it with 10 bit software/hardware components?

2) Does DPP support 10 bit color processing?
