Does the lens make the camera or the camera make the lens?

I've just purchased two new lens's and went into my local camera shop for some accessories this weekend. The guy behind the counter handed me a 5D. WOW! That's a nice camera. The cost is not justified by my need, but the 7D is pretty sweet too.

So I'm wondering, did I mis-appropriate recent funds towards new lens's for my T3i? Knowing how to use my camera is paramount, but where would you start - body or lens? Why?
