But the OP also asked (in the title) "Does IS help with slow moving subjects?"  So his actual question is unclear, and it seems he does not understand what IS really does.  As I've already said, the ability to use slower shutter speeds can actually be detrimental to slow-moving subjects if you don't know what you're doing or how it works, and I can only assume from the original post that the OP does not.
