Does IS help with slow moving subjects?

Take 30 seconds and read the actual POST - not just the title.  Would a stabilized lens help in the situation described in the post?  It absolutely can in some cases.  Not because it stops the motion blur but because it stops the camera shake that can occur at shutter speeds fast enough to stop the slow motion but still too slow to prevent camera shake.  A stabilized lens can absolutely help the photographer.
