The example you give is spurious. The subject movement isn't enough to be a problem at the required shutter speed, so the camera stabilisation has zero effect on it, one way or the other.

In a static situation it would work. Your subject you could freeze by shutterspeed 1/100 for example or have some speed in the subject choosing longer speed 1/60 for example. The IS could keep the backgound free of camerashake with longer lenses in particular.
