As a happy owner of the 300mm f/2.8 L IS Mark I and a TC x1.4 II and TC x2 II, i'm very satisfied with this combo !

Bird in flight is a hard discipline indeed, and it may involve handholding the lens to do the tracking. Personally i rely most to the time on my wimberley gimbal head to insure the shots.
Having a fast AF body is also to add into the equation.
A 7D seems a minimum and a Series-1 a must.
I have never owned a 7D but have used some of my friends. I do prefer for that task a 1DmkIV or if you can afford the fastest the 1DX

To answer that question of AF tracking speed, I honestly believe that the 300mm f/2.8 + TCx2 is a very versatile solution. The image quality can be checked on this galery :
