I think I'll disagree. If you look at the three screen captures right above, the second set not the first, you'll see the cropped image then after clicking the crop tool in ACR the missing data appears. I don't think this is resizing. I think it is something goofy (that's a tech term) in ACR.

I agree! I have a shot with the top of the subjects head cut off in LR4. I definitely didn't shoot it that way and, when I open the crop tool, the full image appears. It doesn't seem to be resizing and does appear to be some sort of aberrant default cropping.
