What I understand is "An actuator is a type of motor for moving or controlling a mechanism or system. here in this patent drawing I can see motors probably piezoelectric element. It says it can control XY axis movement ."

It is not bad idea to have those without obstructing light on out side perifery of camera lens port. It is assumed that that camera shake is coming as an obstruvtion to CDAF focusing. It adds to confusion to CDAF softwre matrix of changing focusing point ordered by the photographer.

Now they further say " Olympus , the corresponding high-speed AF mount adapter will have the idea to put out only once. We fulfill our responsibilities to 4/3 users So, resource development micro 4/3 is going to want to spend towards. It might have become shackles." (Does it mean no further four third ?)

This is because Olympus lenses do not have actuator/motors in the lenses like others. I dont think it is a bad idea. Ofcourse it is my personal opinion.
