What's going on with my colors?

Hi all, color management has driven me to distraction for about 8 years. I just don't understand it. So now I have this issue. Look at this image...
Photoshop CS6 on left, ACDSee Pro6 on right.
This is what I see on my left monitor. If I output a JPG and upload to the web it looks like ACDSee is displaying it when I look on my phone, tablet, laptop etc. This is the way I want it to look but if I take it into CS6 the color jumps to this washed out look.
Now, if I grab the top bar of CS6 and drag it to the right monitor it looks the same (washed out) until i let go of the bar at which point the colors pop to looking close to what ACDSee shows on the left monitor. If I grab ACDSee and drag it to the right monitor it looks great until I let go of the bar at which point the color snap to looking way red. See this image.

Color settings are (I think) the same in both programs (using sRGB). Annyone have any idea what's going on here?
Thanks for any suggestions of even where to start looking.
