Why is the 18-200mm not as powerful as the 70-200mm f2.8?

I read once that the 18-200 is actually 187 mm on the long end. Where as 70-200 is actually 197mm on the long end. They will have different magnification abilities of course but 200 does not equal 200 in either of them and the 18-200 is even 'less equal'.
